Hyper-V performance problems

We recently installed Hyper-V role on Windows 2008 Standard x64 SP2 and are
encountering significant performance degradation in the VMs. Biggest example
of this is when there is disk activity on one of the VMs, for example when
installing applications, copying files or rebooting the VM, the other VMs
are very slow to the point of unusability, even if they are not accessing
the disk themselves. What's odd is that there is high CPU usage in the other
VMs during the disk access. Network activity is also significantly slower
than the host. It's almost as if Hyper-V is not load balancing I/O or CPU
correctly.

This box is running 3 VMs, two Windows 2003 SP2 x64 and one Windows XP SP3
x86. The server is lightly loaded, nothing is running on the host except
Hyper-V.

This box was previously running Virtual Server 2005 on Windows 2003 x64 and
we did not encounter this issue at all - Virtual Server always balanced the
resources between the VMs properly. I even tried creating new VMs and are
encountering the same issue.

Any suggestions or tweaks I can try?
