Can"t access admin share of guest OS

Running 2008 Ent x64 host with a 2003 Ent x64 client OS for Exchange 2007.
Having trouble getting backup to work and when I try to access the C$ of the
2003 guest I get \\server\c$ is not accesible, the specified server cannot
perform the requested operation. I can access other guests C$ shares (2008
and 2000 server) and the 2003 guest can access C$ shares of other guests and
the host OS. I can access other shares on the 2003 guest, just not the admin
share and believe this is why my backup software (on the host os) cannot
access the 2003 server. DNS lookups and pinging work fine. There must be
something I am missing.
