allocating memory for VHDs in HyperV - i have no more memory

When I create a new VHD and allocate memory to it, is that memory now
dedicated to that VM while it's running?

I have a dual quad processor server with 32gig of memory running a
whole bunch of VMs. CPU is typically at around 1% usage. I need to
create 3 more VMs as we are using one VM per our customers and have
three more customers coming into production shortly. However when I
went to create a new VHD and allocate 4gig to it, I was told I'm out
of memory. I looked at what I had allocated to other VHDs and I guess
that would be correct.

So right now I have

parent OS - windows server 2008 data center
MS Dynamics CRM 4.0 - 2 gig (probably lower than it should be?) -
windows server 2003 standard
MS Exchange Server 2007 (8 gig) - windows server 2008 standard
application demo2 - 2 gig - windows xp pro x32
application demo4 - 2 gig - windows xp pro x32
ms sql server 2008 x64 - 4gig - windows server 2008 standard
customer application server 1 - 4 gig - windows xp pro x64
customer application server 2 - 3.5 gig - windows xp pro x32
svn - suse linux - 1 gig

So my issue is that I have tons of processing power and disk space
left for more VMs, I'm just out of memory. I believe 32gig is the max
this hardware will support.

I need to create three more application VMs and we typically use xp
pro x64 and allocate 4gig to them.
