Hyper-V - cannot create new VM

As soon as I get to the point of hitting "Finish" on the new virtual machine
wizard, I get this error:

The server encountered an error while creating HERA (Intranet).

An unexpected error occurred: A required privilege is not held by the

....this happens no matter the name of the VM, and even when stripped to the
bone by not trying to connect it to a network or add a virtual hard drive at
the same time. The same error is logged in the event log simultaneously,
source and ID as below:
