How To Free Available Physical Memory

How do I free up available physical memory?

I have a server with 32GB total physical RAM. The VS admin console reported
10GB available.

I "removed" three VMs and deleted the associated vhd and vhc files. I
expected this would free up some memory. Instead, it went in the wrong
directly. Now I have ~8963 MB available.

How do I recovery the memory that was allocated to the VMs that are no
longer in use?

VM's that aren't running don't take up physical any RAM, so I'd look
elsewhere for what's taking up so much.
