Could not connect to Virtual Server NOT Access Denied error

I installed VS 2005 on a Win XP SP2 computer that already had SP2 installed.
The install went fine but when I fire up the VS Admin Website it does not
connect. I get the page that most people complain about that says "Could
not connect to Virtual Server", but I do not get the Access Denied error
that most people complain about and gets resolved by running the following:

My settings are already what the article says to do, but still I disabled
and enabled the settings just to be sure and it did not help.

I have even seen on some web postings that I should use "localhost" or
127.0.0.1 instead of my fqdn, but that has not helped.

One other note is that on the starting page for VS the "Recent Events" list
shows only "Virtual Server successfully started" events for each time I have
restarted the computer and in the Event log I don't see anything other than
successful startings of VS and even the services look like they started
fine.
