Can you use the same VPC VM on different computers?

I've been using Virtual PC 2007 and a Windows 2000 guest and the
Internet Explorer 8 Application Compatibility VPC Image Microsoft
provides for free (it has a time limit, but they update it with new
ones) on a XP machine (host).

http://www.microsoft.com/downloads/details.aspx?FamilyId=21EABB90-958F-4B64-B5F1-73D0A413C8EF&displaylang=en

But I've been wanting to have my own XP VM and was wondering if I
bought a license for a VM and activated it and then in 2yrs I got a
new computer, I should be able to still use that VM right? After all
its the same VM, although its running on a new computer/host, it
should still work.

Also what if I wanted to use that VM on my home computer on a USB
drive and then take it work, and work on it there. Its still the same
VM even though the computers/hosts would be totally different hardware
(cpus, ram, etc). I should be able to do that right?

I dont like having to use a Windows 2000 VM because more and more apps
are dropping support, but I dont want to have a license of XP that
isnt portable in a VM.

Basically I dont want to buy a license of XP if it wont work like
those 2 examples I mentioned, after all its a VM so it needs to be
portable across computers/hosts.
