Low Video Frame Rate

I use Virtual PC 2007 SP1 on my laptop which has Windows Vista Home Premium
on it.
I know that Home Premium is not supported but it works.
Anyway, I have a Windows XP Professional virtual machine that I use to run
Visual Studio 2003. Whenever I scroll up or down in VS (or use any other
scroll bar), the screen seems to be flickering or not catching up with the
scrolling. It pauses for a second or less before displaying the content. The
same goes when I'm selecting some text, when I press shift + right arrow, the
screen displays the selection after I pause for a second or so.
Does this have anything to do with the Properties winodow showing a video
frame rate of ~30?
How can I fix the display issues in the virtual machine?
I have adjusted the refresh rate according to this post
http://blogs.msdn.com/virtual_pc_guy/archive/2005/02/28/382132.aspx but it
doesn't seem to help.
