I came across this earlier today, which is a decent visual (screenshots)
and written representation of installing Win 98 with MS Virtual PC
2007.....

You can start at page 1, page 3 (shown above) is reasonable, but it really
starts cooking at page 4 with visuals thereafter of steps like FDISK and
FORMAT...........

There is actually more than one path to the same result, but this one is a
good one.........

It is likely that you will not need to do the final step of "# Configure
the virtual Windows 98 to access the internet ". Check to see when the
final reboot is done and win98 is 'ready' whether IE will access your
favorite website. After IE fails on completion of the MSN page, I restart
IE, stop loading that and test with www.drudgereport.com since it is
dynamic and simple to type in.
