VPC 6.0 and Windows Server 2003 CRAWL / CPU 100%

I've looked around different forms & etc. for a solution to this
problem, but I have yet to find something that really applies to my
specific problem.

I'm running Virtual PC 6.0.192.0 on a Windows XP Professional host
computer, the virtual machine that is giving me problems is Windows
Server 2003 SP1. The machine CRAWLS when it is running, processor is
at 100% even when no other virtual PCs are running and I'm not doing
anything on the host computer. Server 2003 windows will stop
responding / white out if you click them, mouse is jerky /
unresponsive, the whole nine yards. The weird thing is that it is
like this whether or not I'm running apps on the host / virtual PC or
not. If I do run other applications in my host PC or other virtual
PCs at the same time, they all run without any issue and cruise along
fine (other virtual PCs include Windows 98, Windows 2000
Professional). Whether I have six windows open in Windows Server 2003
or just one, the problem is the same.

It's to the point that the Windows Server 2003 virtual PC is totally
non-usable: to give you a clue of how slow it is, I set up the virtual
machine a few days ago, and I STILL have yet to complete the first
round of automatic updates or even register my copy of Windows Server
2003 (every time I try to launch the activation, it locks up & the
window whites out) - this is three days of working on it 3-4hrs a day
and just letting it run.

Pertinent settings for my Windows 2003 Server virtual PC are as
follows, let me know if you need anything else:

512mb RAM
HDD1 is ~65gb
Networking: NAT

Host PC stats are:

2.93gHz CPU
2gb RAM
200gb HDD

I ran performance monitors and saw that besides the CPU pegged at
100%, I'm also getting a high level on the disk queue length & pages
per sec (memory), but ONLY on the performance monitor on the server
2003 virtual PC - performance monitor on the host PC looks fine as far
as disk queue length & pages per sec, processor is pegged at 100% on
both host & virtual PCs.

I'm trying to install the additions right now, but it's taken about 20
minutes now just to mount the CD.

Any ideas?
